Grieving friends, supporters gather to remember Jaren Lockhart On the same beach where her broken body was discovered, a solemn cross with roses now stands for Jaren Lockhart. "We just wanted to do something to so our respect and support for her family," said Megan Morvant who organized a candle light vigil for Jaren. Jaren's remains washed up in Bay St. Louis shortly after she went missing in New Orleans. Many of the people who gathered on the beach for the vigil didn't know Jaren personally, but they knew the sting of loss. "It hit home. I felt like I was going through all of it again," said Morvant. Morvant recently lost her cousin, Hillary Moulder, who was a coworker and friend of Jaren Lockhart. Both of the girls danced in New Orleans. "Regardless of whether you knew her or not, it's something that's devastating," said Morvant. Feeling a connection to Jaren and her family, Hillary's family organized the memorial. "We're here for the justice for Jaren Lockhart, and to remember my daughter Hillary Jane Moulder. And yes, they danced on Bourbon Street, and they were there to make a living for their daughters and themselves," expressed Moulder's mother, Diana Sharp. "Do not ever judge someone in this world for the living they choose to make in this world." "Jaren was a good person. She never did no body wrong. If you needed a place to stay she'd give you a place to stay. She would give you clothes off her back if you didn't have no clothes to wear," said a friend of Jaren, Elizabeth Kaehey. Kaehey said she met Jaren shortly after moving to Louisiana. Both women had young girls and they would often let them play together. She said she couldn't believe the news of Jaren's death. "I thought it was a joke," said Kaehey. "I thought, ‘That can't be Jaren.' But it was." Jaren and Hillary both left behind young daughters. At the vigil, Hillary's six year old daughter prayed for peace under Jaren's cross, saying how much she loved her mother and missed her. Jaren Lockhart murder suspect has a substantial criminal history 06/15/2012 10:30 PM Terry Speaks, a suspect in the recent murder and dismemberment of 22-year-old exotic dancer Jaren Lockhart, has a substantial criminal history, including convictions for having sex with a 14-year-old, assaulting a woman and domestic violence, records show. The convictions all occurred in Surry County, N.C. The most recent was the sex offense, of which Speaks was found guilty in 2003, when he was 31. The violent crimes appear to have involved female family members, though the court documents do not make clear how the victims are related to Speaks. Earlier this year, a grand jury in North Carolina indicted Speaks for failing to register as a sex offender as a result of his 2003 conviction. That charge landed him in front of a federal magistrate judge in New Orleans on Friday, who ordered him transferred to North Carolina for arraignment. Glenn Grannan, chief investigator for the Hancock County, Miss., sheriff's office, the lead agency investigating Lockhart's death, said he does not believe Speaks' transfer to North Carolina will be immediate. Nor does he believe Speaks' move will affect Hancock County's investigation into Lockhart's death. "If we charge him with anything, we'll just put him on a plane and fly him down to Mississippi," Grannan said. Lockhart, who worked as a Bourbon Street dancer, went missing last week. Two pieces of her leg were found the same day in different locations in Pass Christian. Lockhart's finance last saw her June 5 at the Tulane Avenue motel where they stayed. She worked as a dancer at Temptations in the 300 block of Bourbon Street that night. Her finance reported her missing when she never returned from that shift. Video surveillance obtained by authorities showed Lockhart walking down the street with a couple, later identified by authorities as Speaks and Margaret Sanchez. Authorities initially labeled the pair "persons of interest," but named them suspects Thursday after they were arrested in Tangipahoa Parish, both sporting recently dyed hair -- his orange, hers blue. Grannan said both Speaks and Sanchez have remained silent during questioning. Grannan said Hancock County officials on Friday conducted tests using sonar equipment off the coast of Long Beach, Miss. They were looking for the hunting knife they believe was used to stab Lockhart in her chest and kill her. "We knew the victim suffered a chest wound with some sort of hunting knife, so we were looking for something similar," Grannan said. "All we found was a crab trap." While he awaits extradition to Mississippi, Grannan said Speaks is being held in a St. Tammany Parish jail being treated for injuries he sustained during his arrest. When authorities pulled him over in a traffic stop, he tried to flee, jumping a fence and running across a field and into a wooded area. A woman who answered the phone Friday at Speaks' mother's house in North Carolina said that Speaks has done nothing wrong. "He ain't done nothing wrong," said the woman, who declined to identify herself. "They're just going to have to call off the investigation." WVUE-TV reported Thursday that Margaret Sanchez, of Kenner, refused to sign extradition papers that would send her from Amite to Hancock County. The search took place near the Long Beach pier, with divers looking for a possible murder weapon and even bodily remains Friday. They did not report finding any new evidence. In the meantime, one of the suspects, 39-year-old Terry Speaks went before a federal judge Friday morning for failing to register as a sex offender in another state. Speaks appeared before a judge in federal court in New Orleans to say he wants all legal proceedings on his federal charge, of failing to register as a sex offender, to happen in Surry County, North Carolina. "He waived his right both to a detention hearing and to a hearing on removal, which is really the issue because he's currently in the Eastern District of Louisiana," said Loyola law professor Stephen Singer. U.S. Marshals are responsible for transporting Speaks to North Carolina but as Singer explains, that may not be happening anytime soon. "It's likely in a case like this, where you have multiple jurisdictions looking at the case and investigating far more serious charges than sex offender registration... my guess is it's likely he'll stay in Louisiana in the Eastern District for some period of time, to give a chance to the local prosecutors both in Mississippi and Louisiana to do further investigation," Singer explained. Hancock County, Mississippi investigators say Speaks and 28-year-old Margaret Sanchez are suspects in the death of Jaren Lockhart. They were the last two people to see Lockhart alive, homicide detectives say. Sanchez is being held in Tangipahoa Parish on a resisting arrest charge, but her public defender says Hancock County has also placed a hold on her, meaning she cannot post bond to get out of jail. Hancock County sheriff's officials say a hunting knife has not been found, but forensic examination of a wound to 22-year-old Jaren Lockhart's chest indicates that is the type of weapon used in her stabbing. Volunteers have been searching a field Terry Speaks ran through before he was caught last week Tangipahoa Parish, La. "Right now, we're continuing the investigation. Numerous agencies are cooperating and working together to run down all the leads we're getting," said Hancock County Chief Deputy Don Bass 39-year-old Speaks and 28-year-old Margaret Sanchez were arrested in a traffic stop Tuesday night in Loranger. Hold on Lockhart suspect lifted by judge Margaret Sanchez' bond set at $251,000 HAMMOND, La. - The woman held on unrelated charges who is being investigated in the death and disappearance of Jaren Lockhart had her hold lifted by a Tangipahoa judge on Thursday. Margaret Sanchez and Terry Speaks were arrested last week on unrelated charges, but are being called suspects by investigators in the case. Terry Speaks was extradited to Oklahoma City last week, according to a spokesman with the Hancock County Sheriff's Office. Judge reduces bond for suspect in murder 11:17 PM, Jun. 28, 2012 AMITE, LA. —A state judge has reduced the bond for a Kenner woman suspected but not charged in the death and dismembering of a New Orleans dancer whose body parts washed up on Mississippi beaches. The Advocate reports Judge Ernest Drake reduced Margaret Sanchez's bond from $250,000 to $35,000 on Wednesday. The counts against the 29-year-old Sanchez - failure to signal, resisting an officer by giving misinformation and harboring a sex offender - are not sufficient to warrant a bail that exceeds the 21st Judicial District's own guidelines even for defendants in a murder case, Judge Ernest Drake ruled. The district's "bond schedule" calls for $150,000 bail in murder cases, Drake said during a hearing on a defense motion to reduce Sanchez's bail. Charges related to sex crimes have bail recommendations ranging from $25,000 to $50,000, he said. Noting that no listed criminal count calls for a bail as high as $250,000, Drake asked, "Is there anything so heinous about this case as to indicate a need to go higher than what's on the schedule?" Video- WGNO Exclusive: Dismemberment Suspect Interviewed About Connection to Strikingly Similar Case NEW ORLEANS— Wednesday on ABC the show "Final Witness" features Margaret Sanchez, a suspect in the death and dismemberment of French Quarter dancer Jaren Lockhart, whose body parts washed ashore on Mississippi beaches last month. However, the interview is about an entirely different victim, Addie Hall, who was murdered in a French Quarter apartment owned by Leo Watermeier 6 years ago, at the hands of her boyfriend Zack Bowen. Watermeier says, "I was probably the last person to see Addie alive besides Zack because she came to me and got me to sign a lease with only her name on it and then once she had that lease she went to Zack and said leave, the lease is in my name." Bowen and Hall gained recognition for refusing to evacuate the French Quarter during Hurricane Katrina. They moved into Watermeier's apartment just days before New Orleans police say Bowen strangled, dismembered and cooked Hall, then jumped to his death from the Omni Hotel. According to NOPD Homicide Commander Lt Gary Marchese, "There was a note in his pocket directed to the police that said it wasn't an accident. For one of Jaren Lockhart's suspected killers, an alias was either part of a con-job, or perhaps, something more monstrous. Cops say before being arrested, suspect Terry Speaks used the alias "Leslie Rice", "Leslie Allen Rice"or "Allen Leslie Rice". Leslie Rice also happens to be the name of an award-winning Australian artist, whose more famous works include paintings of decapitated and dismembered people. The paintings feature a decapitated head on a plate, body parts strewn about and morbid-looking works depicting death or pieces of human corpses. It is not known whether this artist was the inspiration for Speaks' alias or whether the painter is known by Speaks at all. WGNO Friday night emailed the images of the paintings to the head investigator in the Lockhart murder, Detective Steve Saucier of the Hancock County Sheriff's Office. Saucier said the images are "undeniably intriguing", but that the sheriff's office learned Speaks stole the name from someone he knew in his home state of North Carolina to commit identity fraud. Perhaps it's just another creepy coincidence. Also, Jailed murder suspect Margaret Sanchez's TV interview on ABC's Final Witness this week has the attention of her interrogators. Her previously recorded take on old New Orleans friend, Addie Hall, being killed and dismembered six years ago caused detectives to compare it to last month's murder of Lockhart , who was found in pieces last month on beaches in Mississippi after leaving the French Quarter strip club where she worked. The last people seen with the 23-year-old dancer, Sanchez and Speaks aren't formally charged with murder but are prime suspects in her killing. As for Sanchez's TV interview on her butchered friend in 2006, Saucier says the show is now part of Lockhart's murder investigation. He said Thursday that the sheriff's office had requested from ABC and independent producers all raw footage and interviews used to create the program which aired Wednesday on WGNO. "We can't overlook these similarities as being a mere coincidence though it may be", Saucier said. Speaks is in federal custody and is expected to be delivered to the Surry County Sheriff's Office in North Carolina on charges of failing to verify his sex offender status. Investigators track down phone records in Lockhart murder case It's been about six weeks since Jaren Lockhart's body parts washed ashore in Hancock and Harrison Counties. Now, Hancock County Sheriff's investigators hope phone records will reveal some clues into her gruesome murder. They are tracking down hundreds of phone numbers belonging to the Louisiana woman and the two suspects. Investigators say leads are still coming in, but not as many as the weeks after Lockhart's dismembered body washed up in South Mississippi. One of those leads is phone records. They're focusing on several days before and after June 6, the day the New Orleans woman disappeared. "To see if the last point that we can definitively say that Jaren was okay at this time until after her disappearance, to see if the phone has been turned off, if anybody else is using her phone, to see if we can find her phone," said Steve Saucier, the lead investigator with the Hancock County Sheriff's Department. Investigators are also trying to figure out who the numbers belong to, the people's relationship to Lockhart, and whether they were phone calls or text messages. Their starting point is the last number Lockhart contacted from her phone. "We have to start at one number and work our way down. We can't just throw all of these numbers into a big data base and out it pops out all this information," said Saucier. Investigators are still waiting for results of DNA and physical evidence collected from a vehicle and the home of two people last seen with Lockhart before she vanished, Margaret Sanchez and Terry Speaks. The evidence is being processed at the FBI's forensics department in Quantico, Virginia. "We're hoping to find the magical piece of evidence that's going to tie everything in together," said Saucier. The lead investigator said he hopes to interview Sanchez and Speaks, but he said right now, they're not talking. "It's been a long, long process and we've still got a long way to go on it," said Saucier. "I feel that it's progressing well. I do feel confident that there will be a resolution to it." Sanchez and Speaks are suspects, but they have not been charged with Lockhart's murder. They are being held in separate states on unrelated charges. Detectives from the Hancock County Sheriff's Office say they're dealing with "red tape" as they try to acquire unedited interviews and footage from a July 4th airing of "Final Witness," an ABC crime show, which featured interviews from Margaret Sanchez, one of two suspects in the June murder and dismemberment of Jaren Lockhart, the 23-year-old New Orleans exotic dancer who disappeared after a shift at the Bourbon Street strip club where she worked. Sanchez, 28, was featured on "Final Witness" as an interviewee on the 2006 murder and dismemberment of her friend Addie Hall. Detectives say that Sanchez knew two women in the French Quarter murdered in such a similar way is a "coincidence" which "can't be ignored." Hancock County chief deputy Don Bass says his sheriff's office has tried to subpoena the video, but learned the show's production company doesn't legally have to turn over their material. Bass says Hancock County's District Attorney's office is working to get a New York state subpoena for the footage. "I'm very interested," said Bass. "How many people know two people in their lives (who were) murdered, dismembered and decapitated?" A voicemail message requesting comment from show representatives was left Wednesday night by WGNO News. Suspect in Bourbon Street dancer murder case appears in court Posted on July 24, 2012 at 5:38 PM Updated Tuesday, Jul 24 at 5:41 PM NEW ORLEANS -- The case against a woman suspected in the murder of a Bourbon Street dancer can move forward. A Tangipahoa Parish judge ruled Tuesday that authorities have probable cause to pursue Margaret Sanchez for allegedly harboring a sex offender. That sex offender is Terry Speaks, the other suspect in Jaren Lockhart's murder and dismemberment, though neither has been arrested in that case. On Tuesday, Sanchez headed to court in Amite with her blue hair half grown out, braided and in pigtails. Both in the jail van and in the courtroom Sanchez appeared to be in a back-and-forth mood, sometimes laughing, other times crying. Tangipahoa Parish Detective Mike Moore testified at the preliminary exam about the night Sanchez and Speaks were pulled over last month. It was days after Lockhart's body parts started washing ashore in Mississippi, and after a surveillance video of Sanchez and Speaks with Lockhart was plastered across the New Orleans area. The detective said Speaks lied about his identity to authorities several times before running from the car Sanchez was driving. He also said Sanchez lied about the fact they were married. However, Moore said Sanchez admitted to authorities she knew Speaks had a history in North Carolina, and that he may have a warrant there. The detective repeated to the court that Sanchez never indicated she knew Speaks was a sex offender. Prosecutors argued Sanchez's lies to authorities meant she was trying to prevent Speaks from getting in trouble, and Judge Brenda Ricks agreed, saying the state showed probable cause for continuing with any charges against Sanchez for harboring a sex offender. "The standard's very low in terms of what the court has to find to hold somebody over for trial. The judge listened to the evidence put on by the state, certainly we took a contrary position and the judge found probable cause," said Sanchez's Attorney, Allen Harvey. Sanchez's father said, off camera, he had nothing to say that could help his daughter and he was surprised the judge couldn't see the case against Sanchez is weak. The district attorney's office has yet to file the harboring charge, but has until the middle of August to do so. The district attorney's office says it has yet to receive the charges from the Tangipahoa Parish Sheriff's Office. When it does, they will be reviewed before a decision is made on officially filing those charges. In the meantime, Sanchez remains in the Tangipahoa Parish Jail on a $35,000 bond. "If the District Attorney does not file a bill of information charging her with anything as a result of this arrest, then we'll file motions to have her released from jail, if the DA does file charges, then the case will proceed in normal fashion," Harvey said. Sanchez has already pleaded no contest to a number of traffic-related charges from the June 13 stop, including resisting arrest. (AP) —A state district court judge has found probable cause to keep a woman —one of two suspects in the death and dismemberment of a New Orleans dancer —in custody on a count of harboring a sex offender. Tangipahoa Parish sheriff's Detective Mike Moore testified during Tuesday's hearing that defendant Margaret Sanchez, 28, of Kenner, referred to alleged slaying accomplice Terry Christopher Speaks, 39, by two aliases the night of the couple's arrest in Tangipahoa Parish and told officers she knew Speaks had "a history or a warrant" in North Carolina. The Public Defender's Office argued there was no proof Sanchez knew Speaks was a sex offender, but public defender Reggie McIntyre said afterward that state District Judge Brenda Bedsole Ricks "was kinda put into a spot where this was the only decision she could make." Sanchez and Speaks were arrested June 12 following a traffic stop near Loranger, Moore said. The couple had been identified in a surveillance video leaving the Bourbon Street club where dancer Jaren Lockhart, 22, worked around 2 a.m. June 6, the day Lockhart was reported missing, investigators said. Lockhart's partial remains floated ashore on several Mississippi beaches, beginning June 7 in Hancock County. After his capture, Speaks continued to misidentify himself for more than an hour, giving two phony Social Security numbers and a phony North Carolina driver's license number, until he finally admitted his real name and date of birth, Moore said. Officers then identified Speaks by photograph as a sex offender wanted in North Carolina, California and by the U.S. Marshals Service for failure to register as a sex offender, Moore testified. Speaks was booked with several counts, among them being a fugitive from the U.S. Marshals Service. He later was transferred into federal custody and extradited to North Carolina, authorities said. Sanchez was booked with failure to signal and resisting an officer by providing misinformation, and was held in Tangipahoa Parish Jail in lieu of $1,500 bail. The harboring count was added June 18, and Sanchez's bail was raised to $250,000, then reduced to $35,000, court records show. Sanchez pleaded no contest to the traffic and resisting counts July 12 and was given credit for time served, District Attorney Scott Perrilloux said. Perrilloux has not formally charged Sanchez with the harboring count, but has until 60 days from the arrest, or Aug. 17, to do so, McIntyre said. Defense attorneys are considering filing an appeal, McIntyre said. But Friday, public defender Allen Harvey told FOX 8 News that the District Attorney's office had sent a "rejection letter" Friday, indicating Sanchez would not face the harboring charge, after all. Suspect in dancer's killing pleads guilty to sex-offender charge Published: September 13, 2012 HANCOCK COUNTY -- Terry Speaks' guilty plea to a crime unrelated to the killing of New Orleans dancer Jaren Lockhart means he will remain in custody until he's sentenced, while investigators try to solve the murder of the dismembered young woman. Speaks pleaded guilty Sept. 4 to failing to register as a sex offender. He is being held for a Dec. 13 sentencing in federal court in Winston-Salem, N.C. Speaks, 39, faces up to 10 years in prison and could receive post-release supervision for five years to life. "We anticipated that," said Glenn Grannan, chief investigator of the Hancock County Sheriff's Office. Speaks and his girlfriend, Margaret Sanchez, 28, of Kenner, La., are still persons of interest in the killing of Lockhart, who disappeared after leaving her job at a Bourbon Street club June 6. Her body parts began to wash ashore here the next day. Speaks and Sanchez are still "our primary suspects," Grannan said. Investigator Steve Saucier, with the Hancock County Sheriff’s Office, said his team has run into plenty of obstacles along the way. "There's not a lot of people talking about this. There's not a lot of people that want to come forward, that want to speak to us, and we urge those people to come to us," he said. Lockhart was last seen alive leaving Temptations, the nightclub on Bourbon Street where she worked, in the early morning hours of June 6. Surveillance images showed her with a couple, identified by police as Terry Speaks and Margaret Sanchez. Authorities arrested the two on unrelated charges. Sanchez was eventually released, while Speaks remains behind bars in North Carolina on charges of failing to register as a sex offender. While both Speaks and Sanchez remain suspects, authorities are still trying to piece together clues. "It's definitely been one of the most challenging cases I've ever worked on. It is without a doubt, the most heinous case I've ever worked on,” Saucier said. Saucier said evidence has been hard to come by, but items have been collected through the course of the investigation. That evidence, officials said, is still being processed by the FBI in Virginia. As investigators chase some promising new leads, Saucier said he recently decided to visit Lockhart's mom. "One of my main goals was to reassure her that this still was an active case, that it wasn't a cold case, that we were actively working on it," he said. "We don't want to leave any stone unturned. If Miss. DA moves forward with Jaren Lockhart case, arrests could follow Hancock County authorities to present Jaren Lockhart case to district attorney
Published 11:51 AM CDT Apr 12, 2013 HANCOCK COUNTY, Miss. —Officials with the Hancock County Sheriff’s Office said that arrests could be made if the District Attorney’s Office decides to move forward in the case against two people named as suspects in the gruesome death of a Bourbon Street dancer. The Hancock County Sheriff's Office told WDSU it plans to meet with the District Attorney's Office on Monday. As WDSU first reported on Thursday, the Sheriff's Office had planned to meet with the DA on moving forward with the case, but a date on when that would happen wasn't initially clear. The remains of 22-year-old Jaren Lockhart washed ashore in Hancock County, Miss., last June. She was reported missing days before her torso washed ashore on a beach. Lockhart was last seen on surveillance video inside a French Quarter men's club days before her disappearance. She was seen on recordings accompanied by 28-year-old Margaret Sanchez and 39-year-old Terry Speaks. The couple was taken into custody in Tangipahoa Parish on a traffic stop. Sanchez was eventually released, and Speaks, who is a convicted sex offender, was extradited to North Carolina where he was wanted for violating rules related to his conviction. Speaks was eventually taken to a federal prison in New York. Neither Sanchez nor Speaks were charged in connection with Lockhart's death. However, if the district attorney’s office decides there is probable cause to move forward with a charge, arrests could follow. A grand jury would still decide whether to indict anyone on the charge. Investigators said they feel they have enough evidence to move forward with a case, but it may not bring a charge of murder. It is possible, instead, that initial charges against Sanchez and Speaks could focus on desecration of a human corpse.
In Mississippi, all felony cases must go before a grand jury. Eighteen citizens will decide whether to bring charges -- whatever they are -- against Sanchez and Speaks. There is no timeline for when that could happen.
